NetMeter is a small, customizable network bandwidth monitoring program. 

COMMENTS:A perfect download looks like a solid red rectangle moving to the left. Pauses or disturbances in the transmission or low speeds are easy to see. Netmeter can be customized in many ways. The title line and text line can be disabled leaving only a rectangle diagram. The possible top speed of your connection can be set to be at the top of the diagram. The graph window can be dimensioned and moved 
easily to any size, shape and position. Right clicking on the tray icon shows a menu with functions like options and statistics for daily, weekly and monthly up and download numbers.

I just tested the link to Buzzy's review, it doesn't work, 404, file not found.

Aha, looking for better reviews of Netmeter I found Buzzy's newer site, with a long review of Netmeter and many screenshots:

I suggest you replace the old, nonworking link with this one.

The only thing I miss in Buzzy's review is a screenshot of Netmeter without the title line and text line below, with just the graph window, which is my favourite configuration.

If you fix the top speed of the graph to the highest speed possible in your internet connection (in the settings of Netmeter) you can easily see how fast a transfer is relative to your top speed without having a text line below the graph.
